Update git submodules 

* Update tripleo-heat-templates from branch 'master'
  - Merge "Sync httpd conf.modules.d configs"
  - Sync httpd conf.modules.d configs
    
    For containers which run httpd, make sure conf.modules.d is also synced
    into the container; so apache doesn't fail with:
    AH00534: httpd: Configuration error: More than one MPM loaded.
    
    This is now required since:
    6425cc46a8
