Update git submodules 

* Update ironic-inspector from branch 'master'
  to d83454c3d04b0452a430820d1c2b943099e44c8d
  - Merge "Remove unicode literal from code"
  - Remove unicode literal from code
    
    All strings are considered as unicode literal string from Python 3.
    
    This patch drops the explicit unicode literal (u'...')
    appearances from the unicode strings.
