Update git submodules 

* Update oslo.concurrency from branch 'master'
  to 28fd71fafddde551ca2a81ed6f4caaee20595da1
  - Revert "Moves supported python runtimes from version 3.8 to 3.10"
    
    This reverts commit d41e8f3e2e7dd2760f6894866b02413d921f25fb.
    
    Keeping Python 3.10 in setup.cfg classifier.

    TC has been discussing about re-adding the python 3.8
    testing in current master 2023.2 release testing.

    While governance changes are under review, TC agreed to add py3.8 testing
