Update git submodules 

* Update openstack-helm from branch 'master'
  to 7e3beb1a765c83c3e3f3bde473cd44009f7503e8
  - Manila: Support uWSGI for API server
    
    Currently Manila API server still using eventlet-based HTTP servers,
    it is generally considered more performant and flexible to run them
    using a generic HTTP server that supports WSGI.
