Update git submodules 

* Update tripleo-ci from branch 'master'
  - Merge "use the branched upper constraints file when we override the branch"
  - use the branched upper constraints file when we override the branch
    
    In the upstream ci is unbranched and only runs off of master.
    We also have branchful jobs to ensure ci changes do not
    break non-master branches [1]. The branchful jobs
    should use the upper-constraints file for their
    particular branch.
