Update git submodules 

* Update rally-openstack from branch 'master'
  to 8951fed63870b277e924ecbb9fb3a8509281132a
  - Use Block Storage API v3
    
    Cinder is removing the Block Storage API v2 in Xena [0], so the
    cinder rally job should use v3.
