Tom Fifield 0c438ec928 Fedora no longer packages OpenStack
This patch removes reference to fedora from the ops:packaged
tag description. RHEL and Fedora always had different packaging,
but now fedora has chosen to no longer package OpenStack.

From https://review.openstack.org/#/c/237509/ :

According to
https://www.redhat.com/archives/rdo-list/2015-October/msg00234.html
OpenStack packages for Fedora will only provided through the
Delorean repository.

More details at https://trello.com/c/wzdl1IlZ/52-openstack-in-fedora:

---snip---
Fedora users (assumed to be developers who want latest code and not
running production) will use Delorean Trunk for Fedora repos.

Ops Tags Team

The Ops Tags Team exists to define tags for ops, allowing users to make better decisions by providing useful information about OpenStack software projects.

Further information can be found at: https://wiki.openstack.org/wiki/Operations/Tags

The team conducts its initial development of tags in a this repository using the OpenStack gerrit workflow ( http://docs.openstack.org/infra/manual/developers.html ) while the discussions around where they will eventually end up (both file-wise and display-wise) are conducted.
