Remove fetch-zuul-cloner from base-test job 

This has been moved into legacy-base, as it represents zuulv2
functionality.  By moving it into legacy-base, we discourage native
zuulv3 jobs from using it, as it is not needed.

Once confirmed to be working, we'll promote the removal to base.
