Run propose-updates on requirements with focal 

The propose-updates job on openstack/requirements was pinned to
ubuntu-bionic so far in order to be able to generate constraints on
python3.6. With [0] the job now needs python3.8 and 3.9, so it should be
running with ubuntu-focal instead.
