ghanshyam 58ce3837a7 Add FirstContact SIG liaison duty for PTL 
FirstContact SIG needs to have each project liaison to have
a dedicated person for new contributors interested in their project.

This commit adds the PTL responsibility to allocate the
project liaison in FirstContact SIG.

OpenStack Project Team Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
