Thierry Carrez b512eaa35f Release management chapter updates
The release management chapter failed to take into account a number of
recent policy changes by the Release Team, around available release
models, usage of $PROJECT-stable-maint pre-release[1], or handling of
all official deliverables[2].

This change updates the chapter to the current state of affairs.

OpenStack Project Team Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
