Andrey Kurilin ed2a507b60 Disable NEUTRON_ENFORCE_SCOPE at function job 
The following devstack change I3361d33885b2e3af7cad0141f9b799b2723ee8a1
may be a root cause for failing functional job. This commit should
verify this.

Python bindings to the OpenStack Compute API

Latest Version

This is a client for the OpenStack Compute API. It provides a Python API (the novaclient module) and a deprecated command-line script (nova). The Python API implements 100% of the OpenStack Compute API.
