Sofer Athlan-Guyot db28418901 Add overcloud admin ssh authorize command. 
This is needed in reprovisioning upgrade to be able to deploy new keys
without having to run an entire deployment.

We add some error handling:
 - raise an error if no host is found;
 - display a message if ssh connection fails

tripleoclient
