Process for deliverables with no changes
Update PROCESS.rst to include instructions in case a given deliverable saw no change at all during the cycle. In that case no release is forced, and a stable branch is created from the last-available release. Change-Id: Ida35c588ea3cd191fe24c49d7fae9879b934d432
