Bump libvirt-python requirement to 4.6.0 

libvirt-python 4.4.0 fails to build on CentOS 7.6 with
libvirt-4.5.0-10.el7_6.3 and libvirt-devel-4.5.0-10.el_7_6.3.

Bump the requirement to 4.6.0 since 4.5.0 failed testing.
