Thomas Bechtold b47b634de5 Introduce spec-cleaner to enforce spec styling
A new test-requirement called spec_cleaner is run on the
rendered spec files to check the style of a given spec.
This enforces a consistent style between spec files.
Also fix the currently available spec files to have a consistent
style.

RPM Packaging for OpenStack README

RPM packaging for OpenStack provides RPM spec file templates and tooling for building OpenStack packages for RPM based distributions.

RPM packaging for OpenStack is distributed under the terms of the Apache License, Version 2.0. The full terms and conditions of this license are detailed in the LICENSE file.

In the unfortunate event that bugs are discovered, they should be reported to the appropriate bug tracker.
