Consume TripleO CI scenarios envs from THT
Use TripleO CI scenarios environments from TripleO Heat Templates. Note: Newton jobs will fail once we merge this patch, and will pass again once we merge and backport: https://review.openstack.org/#/c/402119/ into stable/newton.
