upgrades: run pingtest at the very end of the CI job

When upgrade has been completed, run a pingtest to check if we can
actually consume the OpenStack Cloud.

That is a first iteration. The next will be:
1. Run pingtest just before the upgrade
2. Verify that resources survived to the upgrade
3. Run pingtest again when we know resources survived
