All these jobs use "base" as the parent; but for example tripleo-buildimage-overcloud-full-centos-7 calls install-distro-packages.sh which is now copied in by jobs, rather than being in the image [1] I think these want to parent to tripleo-ci-dsvm, which parents to legacy-dsvm-bsae, which will install scripts such as this correctly.
