Tim Rozet f4f8b8e08e Add scenario008 job to include containers 
Eventually the non-container scenario008 job will be removed, but for
now it needs to stay until we update all projects that depend on the job
being there and migrate them to container version.

This is part of the work to enable scenario008 as part of check/gate:
https://review.openstack.org/#/c/486905/
