Sofer Athlan-Guyot 338c78367a Reintroduce TripleoPackages in the default Controller service. Without this service, no package upgrade can happen on the host. This breaks upgrade ci. TripleO CI environments are exclusively used for Continuous Integration purpose or for development usage. They should not be used in production and we don't guarantee they work outside TripleO CI.
