Emilien Macchi f3b85e4ba5 Remove Congress Congress doesn't seem to be used anywhere, we never had a bug report or any sign of somebody out there actually using it. TripleO CI environments are exclusively used for Continuous Integration purpose or for development usage. They should not be used in production and we don't guarantee they work outside TripleO CI.
