Use ensure-* roles

The install-* roles in zuul-jobs have been renamed to ensure-*, follow the rename. Depends-On: https://review.opendev.org/#/c/719411 Change-Id: I1106ad9f78be7c2ba0fc8413252e3ef051d752b5
