Code Issues Proposed changes

Deactivate dashboard plugin until fixed 

I deactivated the watcher-dashboard plugin in the docs since it
doesn't at the moment. Will be reactivated once it gets fixed
(see https://bugs.launchpad.net/devstack/+bug/1540328).
