zhurong 36e57dd6cb Update DEFAULT_DOCKER_API_VERSION to 1.21 
This caused  the error:
InvalidVersion: API versions below 1.21 are no longer supported by this library.
So update the DEFAULT_DOCKER_API_VERSION to 1.21

Zun

OpenStack Containers service

Zun (ex. Higgins) is the OpenStack Containers service. It aims to provide an API service for running application containers without the need to manage servers or clusters.
