Patch Set 2:

I have tested that this sends the initial RESET_ABILITIES if starting from scratch (from the worker's perspective), it appears to send the appropriate CAN_DO and CANT_DO to adjust the function lists after.

I have also tested that this works with node labels.

Finally I have tested that this sends a single RESET_ABILITIES instead of many CANT_DO when removing all functions from a node.

tl;dr I think this is ready but reviews are very welcome.
