Patch Set 1:
This MR provides a way to disconnect gearman and let a chance to ongoing job to finish properly.
This is done through a new option "smooth disable" in configuration.
When this option is set, and when gearman is disabled, then no new ingress jobs are accepted, but ongoing job can finish because worker threads continue their jobs.
This allow to prepare operation of maintenance on jenkins for instance
