Paul Hummer af591d8482 Fix devstack plugin to be smarter about the work it does ... Don't configure glance if glance isn't enabled (in my specific case, multi-host nova compute node). Download the cirros image if it doesn't already exist and download the Ubuntu image if tempest is used. Don't have a file with a single function call that is used once.
