Chandan Kumar (raukadah) cb81f5311e Added tripleo_undercloud_user to novajoin conf 
Currently the undercloud user is hardcoded to stack but in CI
we use zuul, it leads to failure while finding the respective
hardcoded file. Making it configurable and defaulting to stack
fixes the issue.

Tempest Integration of Novajoin

This project defines a tempest plugin containing tests used to verify the functionality of a novajoin installation. The plugin will automatically load these tests into tempest.

Dependencies

The novajoin_tempest_plugin tests the novajoin API, which requires the existence of an IPA server.
