Patch Set 1:

You probably checked the source file at github, https://github.com/angular/angular.js/blob/v1.2.16/src/ngCookies/cookies.js while the xstatic packages contain what has been built from them https://code.angularjs.org/1.2.16/angular-cookies.js

In this case the build code only adds the wrapping, but in other cases it also inlines some libraries and such.

The built code is what works in the browser, so that's what we package.
