Zuul base job definition

Gerrit User 9311 d04a6815ea Update patch set 3 ... Patch Set 3: IIRC we discussed about creating super roles to implement the ansible_connection switch logic. Though I don't mind doing the refactor after, in particular since this change fixes usage of zuul-base-jobs with kubernetes nodes.
