Update repo file for fedora-28 
With the release of fedora-28, the default locations for
fedora-update.repo have changed. We still need to support fedora-27
until fedora-29 is released.

Role Variables

URL to override the generated pypi mirror url based on :zuulconfigure-mirrors.mirror_fqdn.
