Add individual core group for openstack-ansible-os_gnocchi 

In order to allow more delegated authority and distribute the
review/merge responsibilities for the gnocchi role for OSA,
this patch allows an individual core team to be established
for the repository.

The OSA core team retains core capabilities as a back-stop.
