Pause ubuntu-xenial image uploads 

Our Ubuntu Xenial package mirrors have fallen behind again, so newly
built ubuntu-xenial images boot a system unable to install packages
due to dependency version conflicts. Pause these for now so we can
roll back to the previous images while we work on fixing our mirror
updates.
