This replaces the old bridge runtime graph with a new graph that uses
the stats from I90dfb7a25cb5ab08403c89ef59ea21972cf2aae2.
Note this is the first use of a .json based graph. This graph uses
the new "time series" panel [1].

The cloud launcher runs started producing runtime stats with
I8e5371cbc94e9a803ea5e64ae94aca293b834c73, add it as a new panel.
Use the tooltip sort from I931419f832b6fd4a537431e34c099e5f2884d4c2 on
the run_all runtimes. Rename to be clearer.
