Update this to new panel types and modify layout a bit. This uses a
variable to map over the stats, rather than the old template model.
This replaces the non-working thresholds that show the "OK"/"FAILED"
with value mappings which should be more reliable.
This also includes a heatmap at the top -- it's a bit weird because
it's mapping the return values of the builds, so can range between
0->128. The return code value doesn't really help diagnose anything,
but it can highlight if things are failing in the same way (i.e. with
the same return code).

This distro release reached its EOL December 31, 2021. We are removing
it from our CI system as people should really stop testing on it. They
can use CentOS 8 Stream or other alternatives instead.

This removes the label, nodes, and images for opensuse-tumbleweed across
our cloud providers. We also update grafana to stop graphing stats for
the label.

Wheel jobs were removed with
Ia44c384072c0482cfd11c642013fd51004f85c8b. There are now no more job
references for these nodes, so this now removes them from nodepool.

Since Debian Buster can not be used with nova 23.0.0 because of the
min required libvirt version, we should make Bullseye available for CI
to ensure that OpenStack Wallaby release will run on it smoothly.

The opensuse-150 image is being removed as the 15.0 release is EOL.
Similar to centos the expectation is that users keep up to date with
minor releases. For this we have the opensuse-15 image which should be
used instead.

Fix the openSUSE 15.1 image which was incorrectly labeled as just "15"
(which is the nodeset, not the implementation), and add
opensuse-tumbleweed which was missing.

The main reason why we can do this cleanup now is because there has been a policy
change with openSUSE Leap 15: the minor releases like 15.1 and 15.2 are similarly
backwards compatible like e.g. minor releases in centos 7.x are, as such
we can build an opensuse 15 image in the ci and update all jobs to that
one to have less continuous effort in maintaining the opensuse builds.
