Rodolfo Alonso Hernandez e67be4ceec Remove lower-constraints and tox-py36 from Neutron Grafana
This patch removes the following graphs:
- lower-constraints from any Neutron related project.
- tox-py36 from any Neutron related project in master branch.

Update neutron stable grafana dashboards
With wallaby release, it is time again to rotate the stable dashboards.
Wallaby one was synced from master dashboard, adjusting to stable
branch, neutron-tempest-plugin job names and removing -master jobs.

Update neutron stable grafana dashboards
With victoria branched, use it for stable release and move ussuri to
previous stable release.

This is already prepared to upcoming changes in victoria:
* switch to victoria neutron-tempest-plugin template

Slawek Kaplonski dd02622d95 Move non-voting neutron tempest jobs to separate graph
There is many non-voting and voting jobs in the "Neutron Tempest Failure
Rates (check queue)" graph.
Moving non-voting ones to separate graph will improve readability of the
graphs.

Now that Stein is officially released, update the stable dashboards to
point to the the new latest and previous releases

Also remove periodic jobs that only run on master

Nate Johnston cd13d7845e Match older neutron dashboards to HEAD one, bump versions
Neutron has test failure dashboards not just for the current HEAD, but
for the most recent release and the one before that.  The HEAD dashboard
was revamped, and this brings the dashboards for the stable releases
into line with that.  Also it bumps the versions now that stable/rocky
is about to be the current release.

Nate Johnston 6fcdb7fe7e Add Grafana dashboards for stable Neutron releases
In the Neutron CI meeting [1] it was discussed that failures on CI jobs
for stable branches were not getting sufficient visibility, because
the lack of dashboarding means that we are dealing with anecdotal data
as opposed to trended metrics.  This change adds "back one" and "back
two" dashboards (referring to stable/queens and stable/pike
respectively) that can persistently refer to the last two stable
releases, and will be updated with each release to refer to the proper
stable branches.
