Projects' ocata branches have transitioned to End of Life, which means
that all ocata related grafana definitions can be removed.

build-openstack-sphinx-docs was last used in Rocky, so remove it from
the graphs for master and stein:
* Neutron had both sphinx-docs and tox-docs, remove sphinx-docs
* Others had only sphinx-docs, replace with tox-docs

Remove the periodic mitaka bitrot jobs. Mitaka is EOL, so no need to run
these anymore.
Remove jobs also from grafana.

Move gate-neutron-dsvm-tempest-vpnaas-ubuntu-xenial-nv out of
experimental.
Also, retire gate-neutron-vpnaas-dsvm-api-ubuntu-xenial-nv
because it only runs a subset of the new job.

Liberty is EOL, start cleaning up all of the special things we have in
place for handling libertyisms. Note that this doesn't touch the configs
for deployment projects as they may still attempt to support liberty via
distro packages.
