1) Update plots to include current operating systems for master

2) Calculate the rates with respect to all returned statuses rather
that just SUCCESS/FAILURE/TIMEOUT.
3) Add a plot specifically for POST_FAILURE

The opensuse-150 image is being removed as the 15.0 release is EOL.
Similar to centos the expectation is that users keep up to date with
minor releases. For this we have the opensuse-15 image which should be
used instead.

This patch adds panels to the openstack-ansible grafana dashboard
to provide a view of build times and failure rates for centos and
opensuse check jobs.

All of the graphs are currently broken. This patch brings data
back for Xenial and Bionic lxc check jobs. Future patches will
introduce graphs for the other jobs.

Like we do for fedora, we only want to keep the latest opensuse image
in the gate. After talking with dirk, he is happy enough with
opensuse-423 that we can remove opensuse-422.
Jobs that were depending on opensuse-422 have been upgraded to
opensuse-423.

There has been an uptick in timeouts for the openstack-ansible jobs
recently, this dashboard should grant some amount of visibility
into the issue.
