This PS creates a set of periodic jobs to cache commonly
used gate containers used by kolla-kubernetes.

This PS adds experimental version checking for version 3.x and trunk
in addition to the 2.x support that already is working well. The
reboot job is still incomplete to it is also demoted back to
experimental.

We have now some rather long job-template names, shorten them with
replacing job-suffix with suffix.
Before this change we had 1500 usages of job-suffix and 700 of just
suffix. This change therefore unifies to one setting.
Note that this does not change any job names at all, they are unchanged,
it changes and shortens only the names of job-templates.

Also remove the ansible-workflow job as we are headed another
direction and that job is just burning up gate resources.

Pass chosen options to the setup script so it can more easily
set things up. Add some different config options. Switch the
tests to only test binary variants for now.

Jobs in kolla-kubernates become vote by mistake in patch set
Id8e43d7e36f0ecf691fb1abe802823ca6ab84091. This patch fix
the that by adding '-nv' in the suffix of the jobs.

This is related to zuulv25, we make sure console-log is the last
publisher to ensure zuul-launcher logs are also uploaded.

I left out kubernetes in the gate namei initially. Adding it
in makes the gate name quite long. This will shorten it a little.
Also dropped the Ubuntu binary gate for now. Kolla-kubernetes
doesn't need it just yet.
