When we publish new service-types.json files we need to update the
builtin fallback data for os-service-types. Add a proposal script update
and job.
Only trigger the job after the publish job runs, since the proposal
script fetches the json file from the publication site.

The service-types-authority project creates a "publish" directory which
is what it thinks should be published. We want to include that in the
log dir, so that people can inspect it for accuracy. The curent rule is
not actually grabbing it.

Change the validate job to use the publish environment, since that
actually runs the full generation and local publication. Update
that to copy the generated files to the log server for examination,
both whatever is generated, and whatever publish thinks should be
published.
Add a job that publishes those results to the service-types directory on
static.openstack.org so that the service-types.openstack.org VHOST can
serve them.
