[Zun gate] Increase multinode gate timeout
...
The multi-node gate failed because the devstack-gate raise timeout
and kill the process [1]. Increase timeout may fix it.

Switch capability_scope to global
...
- In multi-host scenario, kuryr-libnetwork capability_scope conf should be
global.
- The Zun multinode gate failed because of KuryrException [1]. Turn debug mode
on to get more information.

This is for community goal python35. Introduce a py35 dsvm job
for running tempest tests. The job starts as non-voting and will
be turned into voting later.

Convert jobs to use local_conf

Convert some more job templates to use local_conf.
This handles files [s-z]* and converts all templates where a conversion
was directly possible.
