Stop using the tripleoupstream docker.io namespace
...
tripleoupstream is unmaintained and docker.io/tripleomaster should be
used instead.
Note that the centos-binary-kolla-toolbox is *not* currently built in
that namespace.

Did away with the default service_account requirement. Will enforce
