This repo is not properly retired. Retired repos can only have two files:

- gitreview
To cleanup the retirement of this repo, keeping these two files only and
removing the other remaining files if there is any.

import zuul job settings from project-config

This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.

Don't use custom vars for hiera_data
...
The scope in an ansible execution is global, which means the hiera
module has access to the variables set in the execution. We don't need
to wrap the hiera_data variables.
