We should have a great README and there is no need for the project home
page to have different content.

Hugo retrieves the git info for each individual page.
A page that hasn't changed recently (ex: the home page) would display
an older commit and timestamp despite there being content that was
published afterwards.
Recent content have the right timestamps and git commit hashes so
this is just a clarification.

We haven't blogged about 1.0 in quite a long time so this is a first
introductory blog post to give a little bit of context around what 1.0
will look like at a high level.

This adds a role which:
- Sets up user/group/logging for Hugo
- Retrieves and installs the hugo from upstream release
- Sets up a systemd unit file to keep the hugo server running
- Installs and configure nginx as a reverse proxy to the hugo server
to serve ara.recordsansible.org
I'm not sure yet if keeping the hugo server running is the way to
go or if we should regenerate the static files every time.
It sort of goes against the point of hugo to use the server but
the fact that it reloads automatically when the source changes could
come in handy for automated updates.

There's been quite a bit of blog posts over the years.
It's appropriate to migrate them to the new website.
There's some links in posts remaining on "dmsimard.com", that's
because they are references to other blog posts.
I'll adjust the links once we have them online.

The files for getara.org were never put in a git repository.
In the process of moving the website to ara-infra, I changed
the theme and customized it to some extent.
