Run pep8 tox against the correct path
...
We're currently pointing the old stubs and not the actual code.
This allowed a pep8 error in, so this fixes it and points tox.ini
to the correct place.

akanda->astara 1st step: Remove namespace package, add symlink

Moves the namespace package to top-level akanda_neutron and adds
a symlink shim to preserve history.
