Use transport_url for Queens or later
Add a new template for Queens based on the Mitaka template. Switch Queens and Rocky templates to use parts from openstack layer for [DEFAULT]transport_url and remaining [oslo_messaging_rabbit] HA and SSL configuration options. Note that this service differs from others in that it did not adopt standard oslo.messaging configuration sections until Queens.
