The guide mistakenly states that the 'tv-s3-endpoint-url' config option
for the trilio-data-mover and trilio-wlm charms can be omitted when
using AWS as a backend. Fix this.

Now that the ovn-chassis charm has the ``enable-version-pinning``
configuration option, which has been backported to the 22.03 charm,
advise user to disable version pinning after completing the 20.03
to 22.03 upgrade.

New configuration parameter of upload_signed_csr action was added
with explanation and usage in Security/TLS Section. This config
option was suggested to be used in case Vault being in use as
Intermediate CA.

It wasn't clear how to get a charm for a revision on the charmhub. This
patch adds a note to explain how to do it.

This patch updates the core voting requirements so that library
backports only require a single review from a core reviewer/stable
maintainer to land the review on a stable branch. This actually makes
it the same as the master/main development branch for most libraries as
in only a single review is required.

The Charm Guide was recently updated for Juju 3.x. However, it was not
known at the time that the semantics of the --wait option for the `juju
run` command had changed.
In 3, the run command by default stays in the foreground (a --background
option has been added to achieve previous 2.9 default behaviour). The
--wait option is now a timeout and, if used, requires a value. Since
the previous PR simply substituted commands, all `juju run --wait`
commands will fail.

Correct documented steps that suggest that pausing hacluster
units during a series upgrade makes a difference in terms
of preventing downtime. This has not been the case since
early 2020 (commit-wise).
