Replace URLs for workflow documentation to appropriate parts of the
OpenStack Project Infrastructure Manual.

In preparation for the alpha release,
this change updates the docs to reflect
the current state of Congress.
We still need to move the API info into the rst docs, but
before doing that we need to finalize/debug the API
data model implementations.

There are still some Todos, and there are several
chunks missing, but those cannot yet be filled in.
Overall, this is a reasonable stopping point.
