OpenStack community encourages to debug the gate test failure
instead of just do recheck to re-trigger the test. Add those in contributor guidelines.

The elastic-recheck service was taken offline when the old Logstash
system ceased operation. For now, link to information about the new
OpenSearch cluster instead, until such time as elastic-recheck is
resurrected based on that replacement backend.

With Sphinx>=4 the docs build is failing when processing some
translations due to warnings occurring. Don't treat the warnings as
error for now to unblock other patches. See also the discussion in [0].

This change updates the setup gerrit section to recommend the use of ed25519
keys, because it has been found that RSA doesn't work at least in the
case of Fedora workstations

Setuptools v54.1.0 introduces a warning that the use of dash-separated
options in 'setup.cfg' will not be supported in a future version [1].
Get ahead of the issue by replacing the dashes with underscores. Without
this, we see 'UserWarning' messages like the following on new enough
versions of setuptools:
UserWarning: Usage of dash-separated 'description-file' will not be
supported in future versions. Please use the underscore name
'description_file' instead

We need to specify doc requirements in doc/requirements.txt
to avoid problems with the pip resolver [1] for the release team [2][3].
Removed specific doc requirements from test-requirements.txt.
The problem here is that this repos haven't doc/requirements.txt file
and by default in this case zuul will use the test-requirements.txt file
to pull requirements [4].
This requirements file contains extra requirements like flake8 that
collided with those allowed in our job environment and so the new pip
resolver fails to install these requirements and the job exits in error.
This project could meet the conditions leading to the bug, and
uniformization can't hurt. These changes will reduce the likelihood to face
pip resolver incompatibilities by splitting requirements.

This patch changes OpenStack Foundation to Open Infrastructure
Foundation following the recent name change. It also updates the reference
to the Foundation individual memebreship account including the screenshot.
The patch also updates the outdated reference to the OpenStack Summit which
is now called Open Infrastructure Summit and is scheduled to happen annually.

Since Git already has an object called a "tag" it's best not to
confuse people by referring to the lines at the end of a commit
message as "tags" too. Instead just call them "footers" but retain
an anchor with the old tags name for that section in case anyone has
hyperlinked it elsewhere.

Switch to openstackdocstheme 2.2.1 version. Using
this version will allow especially:
* Linking from HTML to PDF document
* Allow parallel building of documents
* Fix some rendering problems
Update Sphinx version as well.
Disable openstackdocs_auto_version to not auto-version the documents.
Change pygments_style to 'native' since old theme version always used
'native' and the theme now respects the setting and using 'sphinx' can
lead to some strange rendering.
openstackdocstheme renames some variables, so follow the renames
before the next release removes them. A couple of variables are also
not needed anymore, remove them.
